Poor running question

plug wire was fully seated.  Could only having one spark plug working
cause
my symptoms?  I am on the horns of a dilemma.  I can put it all back
together and go for a ride and if it works I am done.  If not then I
have
to spend all that time taking it apart again to remove the fuel
injectors.
Any thoughts?

I think you answered your question.
Part throttle surging but full throttle ok running a dual plug head with
one plug idle sounds like a recipe for what you have described. Which
plug is down????
I would suggest that if your main plug is the dead one, you could get
insufficient ignition of the intake charge at lower throttle settings
caused by the second plug being in a less than ideal location in the
chamber.
It is probably worthwhile to give the injectors a look over while you
have them exposed anyway if you have access to cheap service
agents/mates with the gear and know how. Over here in Oz, they charge
like scrub bulls for injector servicing/checks.
As it is low miles and probably ridden shall we say, with enthusiasm, as
I expect you do then it would be viable to just button it up and go with
the ignition firing on both plugs.
Pretty certain it is the inefficient combustion due to one plug that is
the issue.
