It might be spring fatigue. It's not having as much tension on the fork
arms as in the past. I know one of my early Ducatis a 1990 851 had a recall
to replace the spring because it did not have enough tension. Regardless I
hope this fixes it for you.

Subject: [Ducati] 94 900ss stuck in 2nd gear
Hi Jim,
OK well the spring is not broken though I am going to get a new one in
there just in case. At least there is no to go hunting for bits of spring.
The thought is the fork selector arm got out of adjustment because with a
few well placed applications of light force it became unjammed so it will
come apart and see what moved and to retime and re adjust.
In around 90,000 miles on this motor this is the first time this happed
but not the first time this bit has been adjusted. Perhaps it just wore
out of alignment?
Ciao,
Eric
Do let us know if that works
Jim

Thanks James,
It looks as though the left hand engine cover is coming off today so I can
see if it is the spring and or the the fork selector on the left of the
case causing the issue.
Wish me luck,
Ciao,
Eric
There is a coil spring around the shift mechanism that can break or loose
it's tension over the years that can cause this. It keeps the two levers
that rotate the drum in contact.
